Currently Neighbors Helping Neighbors is available to Danville city utilities customers who are Danville residents. Customers in surrounding counties are referred to sister programs in those areas. Assistance is provided on an availability basis, according to the most critical need.

Neighbors who qualify take certain steps to help reduce their risk of recurring problems. They take household budgeting classes, conduct in-home engery use surveys, and share their success "best practices" with the program.
